ATA CARNET SYSTEM The ATA Carnet system, also known as the "Passport for Goods," was introduced in 1961 as a way to streamline the process of temporary importation of goods. It was developed by the World Customs Organization (WCO) and the International Chamber of Commerce (ICC) as a standardized, internationally recognized document for the temporary importation of goods. The ATA Carnet is used in place of a bond or deposit, and it eliminates the need for businesses and individuals to pay import duties or taxes on goods that are temporarily imported into a country.
